The stance, which emphasizes that human authorship is irreplaceable, will serve as the basis for negotiating the new AgoraEU program (2028-2034), which will unify support for culture, media, and civil society in the EU.

The AgoraEU framework plans to require AI platforms to disclose their training sources and establish licenses for the use of protected content. A mandatory labeling system is being considered to distinguish works generated by humans from those created by machines, as well as the creation of a European fund to compensate creators whose data is used in language models.
