While politicians observe a minute of silence, in the real world the victim might only have a phone with 5% battery and an alert app that hasn't been updated since 2019. Developers, for their part, are very busy programming filters for selfies and pizza deal notifications. If at least the panic button worked like the skip button on Netflix, things would be different. But of course, prevention doesn't get as many clicks as a cat video.
